The first question any international office must address about its partnership map is why it takes the shape it does. A university in a specific country may become a partner because of a rising middle class seeking UK-branded qualifications, because a bilateral agreement facilitates collaboration, or because geopolitical tensions have narrowed available options. The explanation is almost always a combination of these factors, yet they are rarely assessed together.

This gap matters because the decision-making process behind partnerships has become central to science diplomacy. These choices do not unfold in high-level meetings or public declarations but in routine decisions about which nations receive joint degrees, dual PhDs, or formal rejections. Three distinct forces shape these outcomes, each carrying its own influence.

The three forces shaping partnerships

The first factor is economic and demographic. Transnational education in the UK has expanded by roughly 70% over the past decade, fueled by demand from an aspiring middle class in South and Southeast Asia, the Gulf region, and parts of Africa. These students pursue UK qualifications delivered locally, at accessible costs, and without the need to relocate. While this market-driven approach is undeniable, it introduces vulnerabilities: if competitors like South Korea or Australia offer more affordable alternatives, partnerships can unravel quickly.

The second influence is government policy. Regulatory changes—whether in the UK or the partner nation—can instantly transform a challenging market into a strategic priority. For instance, policy breakthroughs in India, Nigeria, and Saudi Arabia have created new opportunities for collaboration. Conversely, policy shifts can halt years of progress. Universities have minimal control over these variables, which explains why many international strategies succeed on paper but falter in execution.

The third and most powerful factor is geopolitics. The countries UK universities can engage with, and the topics they can address, are increasingly determined by national security concerns. Export control laws, the National Security and Investment Act 2021, and expanding research security measures now demand thorough due diligence and licensing for collaborations involving dual-use technology, AI with military applications, or certain fields in engineering and life sciences. Even preliminary research discussions in sensitive areas may require approval before details can be disclosed.

These measures are justified, the protection of sensitive research serves a legitimate state interest. However, their cumulative impact means partnership decisions are no longer driven solely by academic excellence or market potential. Instead, they are shaped by classification systems, ownership reviews, and government risk evaluations. The consequence is a narrowing of collaboration opportunities, often reflecting geopolitical rivalries rather than the quality of research.

This transformation has exposed a quiet reality: science diplomacy is no longer confined to academic exchange. It has become intertwined with security frameworks, placing universities in an uneasy position between academic freedom and state priorities.

Where the humanities fill the gap

The humanities and social sciences operate under different constraints. Unlike STEM disciplines, they are rarely subject to export controls or research security restrictions. Fields such as history, languages, law, economics, and cultural studies can continue collaborating, offering joint programs, and exchanging scholars even when geopolitical tensions disrupt STEM partnerships.

This creates a dual role for the humanities. First, they strengthen cultural understanding and trust, reinforcing that science diplomacy depends on relationships as much as technical collaboration. Second, and less recognized, they act as a structural safeguard. When geopolitics limits STEM engagement, humanities partnerships often remain viable, preserving institutional connections. This prevents total collapse of relationships, ensuring that if conditions improve later, a foundation exists to rebuild.

Beyond the STEM focus: how humanities partnerships adapt

When geopolitical tensions or security restrictions hinder STEM collaboration, humanities and social science partnerships often shift toward capacity-building initiatives. These initiatives focus on curriculum development and faculty exchanges rather than cutting-edge research, ensuring institutional ties endure even when technical collaboration is prohibited.

A structural challenge: aligning teams and priorities

The most significant obstacle remains internal coordination. Export control teams, research services, and international offices frequently operate in isolation, each with distinct priorities and risk tolerances. A partnership that secures approval for a dual PhD in engineering might encounter bureaucratic delays if the same university proposes a joint MA in political science with the same country. This misalignment forces international strategy teams to reconcile conflicting internal processes, where one department may emphasize commercial growth while another enforces security protocols that restrict collaboration entirely.
