Endorsed by UK colleges, universities, and professional bodies, the UK Quality Code for Higher Education is a sector-driven framework setting principles and expectations for academic standards, regulatory compliance, and quality improvement. This widely supported code applies across England, Scotland, Wales, and Northern Ireland, offering a unified approach to maintaining and enhancing educational quality.
In Scotland, Northern Ireland, and Wales, the Code is mandatory, while in England it serves as a quality standard reference point that complements the Conditions of Registration required by the Office for Students.
Quality Code and Its Applications
Despite differences in its application across the four nations, the Quality Code demonstrates the need for collaborative approaches to ensuring high-quality provision and enabling a culture of continuous improvement within providers.
Each set of Advice & Guidance supports the sector in applying each of the 12 principles that comprise the Quality Code, serving as tools for those delivering quality education in the UK. The latest edition of the Quality Code, published in 2024, has benefited from extensive consideration of evolving contexts, challenges, and approaches.
The QAA has worked with the sector to bring the Code up to date, establishing a robust articulation of the convergence of the UK sector’s shared principles and effective practices. This version is mapped against both the Office for Students’ conditions of registration and the Standards and Guidelines for Quality Assurance in the European Higher Education Area.
Impact and Efficacy of the Quality Code
The significant impact and efficacy of the Quality Code across the sector owe much to the ownership and authorship by the sector itself, as well as the rich diversity of expertise and perspectives encompassed by that sector. The complete collection of advice and guidance is designed to be future-proofed, anticipating and addressing ongoing sectoral, regulatory, and policy concerns in the field of quality and standards.
The Advice and Guidance offers support on subjects such as using data to inform quality and programme design, resourcing, and externality, from recruitment practices to operating complaints systems. This suite of guidance supports providers in addressing concerns around franchising and partnerships, the integrity of external examiner systems, and approaches to resourcing.
The Quality Code is not a campaigning or lobbying document but a measured and assured articulation of the principles and processes through which standards are secured and high-quality provision is delivered. The Advice and Guidance gives providers tangible recommendations for effective practice in applying those principles.
As such, it assures and ensures that providers aligned to its principles and practices can deliver the best possible experiences and outcomes, working with students, employers, and stakeholders to achieve this. The Quality Code underpins an approach to quality assurance and enhancement that informs effective practice across the UK and influences the development of similar quality mechanisms worldwide.
The QAA has also been working with the Higher Education Commission and the Quality Assurance Authority in Mauritius to support the development of new Institutional Accreditation Process Guidelines and a Quality Code for its higher education sector. The completion of the work on this edition of the Quality Code is a landmark moment for the assurance of standards and the continuing enhancement of quality in UK higher education.

Global Recognition and Influence
The UK Quality Code has a global reputation, with other countries looking to the UK for guidance on quality. The QAA has been working with international partners, such as the National Quality Assurance Agency for Education in Uzbekistan, to develop their own Quality Codes.
